I am asking if you typically include fixed staff like managers , schedulers etc in your worked hour per unit of service. I am being asked to include them with the rationale that it gives me a broader group to flex even though their numbers are not tied to volume. It also shows that everyone is participating and the full brunt of flexing does not need to fall mostly on the RN and Tech staff.

I would be interested in any productivity models you are using in your OR.  We are a fairly new facility and are needing to justify our staffing and are looking for a productivity tool that will assist us in this.
